Compact with Texans

The Office of Public Utility Counsel (OPUC) was created in 1983, in response to legislative and consumer group concerns that residential and small commercial electric and telephone consumers were not receiving adequate representation in utility proceedings. The agency represents consumers in electric, telecommunications, and water and wastewater matters.

OPUC is headed by the Public Counsel, who is appointed by the Governor and confirmed by the Senate for a two-year term. The Public Counsel must be a Texas resident and licensed to practice law in the state of Texas.

We are committed to providing the highest quality legal, professional, and technical representation on behalf of residential and small commercial utility consumers, as a class, to protect consumer interests.
