About the Office


Lori Cobos, Chief Executive & Public Counsel

Lori Cobos was appointed by Governor Greg Abbott as OPUC’s 10th Chief Executive and Public Counsel on March 22, 2019, confirmed by the Texas Senate on April 24, 2019, and sworn into office on May 3, 2019.

Ms. Cobos brings over 15 years of experience in the Texas electric power industry to the Office of Public Utility Counsel. As Chief Executive and Public Counsel of OPUC, she serves as an ex-officio voting member of the ERCOT Board of Directors and as an ex-officio non-voting member of the Texas Reliability Entity (Texas RE) Board of Directors.

Lori Cobos, Public CounselMs. Cobos has an extensive background working on regulatory and policy issues facing the State of Texas, including major utility rate cases, contested certificate of convenience and necessity cases, power generation matters in ERCOT, policy and project development issues related to renewable generation, and regulatory and policy issues related to companies operating outside of ERCOT in Texas.

She has served in senior-level positions at the Public Utility Commission of Texas (PUCT), including as an Advisor for two PUCT Commissioners and as an Assistant Counsel to the PUCT Executive Director. She has also served as in-house counsel at ERCOT, where she represented ERCOT before the PUCT in contested case proceedings, rulemaking projects, policy projects and other regulatory matters, advised the ERCOT Board of Directors, and assisted the ERCOT External Affairs team at the Texas Legislature. In the private industry, she has served as Director of Government & Regulatory Affairs for a large power generation company before the PUCT, ERCOT, and Texas Legislature. As the principal owner of Cobos Law Firm, she represented and counseled clients on power generation, transmission infrastructure, project development, legislative, and transactional matters in the electric power industry in Texas.

Ms. Cobos received a J.D. from Texas Tech University School of Law in 2006. She received an M.A. degree in Public Administration in 2000 and B.B.A. degree in General Business, with Magna Cum Laude honors, in 1998 from Sul Ross State University. She is a member of the State Bar of Texas and has served as Chair of the Public Utility Law Section of the State Bar.

Ms. Cobos previously served on the Texas State Affordable Housing Corporation (TSAHC) Board of Directors as a gubernatorial appointee of Governor Greg Abbott and on the Sul Ross State University Alumni Board.  She is a native of Alpine, Texas.
